State of Georgia Automates Driver's License Renewal Process
Voice-enabled System Relies on Sun Open Net Environment

The Georgia Technology Authority (GTA) has brought about the automation of the driver's license renewal process in the state's Department of Motor Vehicle Safety (DMVS) office. The GTA chose the SunTM Open Net Environment (Sun ONE) as the infrastructure software for the Georgia enterprise portal, www.georgia.gov, which gives state residents a universal point of access to the government services and information they require.

In order to accommodate those residents without an Internet connection who nevertheless require DMVS and other state services, the GTA turned to EzGov and Nuance for an integrated voice technology solution. Nuance integrated several of its solutions -- the VoiceXML-based Nuance 8.0 speech recognition engine, the Nuance Vocalizer 2.0 text-to-speech (TTS) engine and the Nuance Voice Web server -- to run on the SunTM ONE Web Server (formerly iPlanetTM Web Server). Nuance Vocalizer 2.0 gives the portal a natural sounding voice that instructs users and confirms their responses in a conversational tone.

The portal's enterprise-grade service is ensured by the use of a Sun EnterpriseTM 220 server with dual 450 MHz processors and 2 GB of RAM for deployment of the Nuance Voice Web Server and a Sun EnterpriseTM 420 server with four 450 MHz processors and 4 GB of RAM for deployment of the Nuance 8.0 speech recognition engine and Vocalizer 2.0. The system has an accuracy rate in excess of 96 percent, regardless of a user's speech cadence, accent or intonation.

Praising the speed of development possible with JavaTM technology, GTA Director Gina Tiedemann said, "We chose the Sun ONE solution because of its ability to create a scalable, extensible, integratable and secure environment."

Since July 2002, when the system went online, the DMVS has fielded renewal requests from tens of thousands of Georgia residents using the voice-enabled system, which also allows them to become organ donors, make charitable contributions and register to vote. [...read more...]
